Proudly part of the London Climate Resilience Finance Summit, The Water Resilience Investment Summit brings together the organisations best placed to change that – water companies, infrastructure operators, insurers, asset owners, landholders, funders and Government – to accelerate the shift from pilot projects to investable, catchment-scale resilience.

Hosted by the FloodAction Coalition, this action-focused gathering is designed to align capital, governance and delivery models so nature-based flood management can function as reliable national infrastructure.

This is where resilience moves from concept to coordinated action.

12:00 – 13:30  – Session One: Building the Market for Water Resilience
Flood and drought risk are becoming defining economic and infrastructure challenges for the UK — but the frameworks needed to respond at scale are only now beginning to emerge. This opening session of the FloodAction Coalition Water Resilience Investment Summit brings together leaders from government, infrastructure, finance, insurance, land management and technology to explore how a functioning market for water resilience can be built.

With opening remarks from Emma Hardy alongside senior leaders from  Aviva,  The Conduit (ADD IN NAMES OF CONFIRMED SPEAKERS) and coalition partners, the session will examine the practical work now under way to unlock investment at scale: developing outcome-based funding models, aggregating buyer demand, creating repeatable delivery structures, and establishing the data and verification frameworks needed to give investors confidence.

This session will explore the practical conditions required to move from fragmented activity towards scalable delivery. Through presentations and discussion with leaders actively shaping the market, participants will examine where momentum is building, what barriers remain, and what needs to happen next to enable long-term investment in water resilience infrastructure.

14:30 – 16:00 – Session Two: Proving the Model — Live Investment Forum
The afternoon session moves from market design to real-world delivery. In this private, working forum, buyers, investors and project developers will engage directly with emerging catchment-scale resilience projects currently being developed through the FloodAction Coalition accelerator programme.

Projects will present live investment propositions focused on flood resilience, drought mitigation and water quality improvement — setting out the resilience challenge, the intervention model, the measurable environmental and economic outcomes, and critically, the commercial structures designed to support long-term investment.

Designed as a focused working session, this forum will move beyond broad discussion to examine how specific emerging water resilience projects can be structured, financed and taken forward. Through project presentations, a structured investment panel and audience Q&A, participants will explore the practical conditions needed to turn catchment-scale resilience opportunities into credible, investable propositions.

At its core, the session asks a simple question: what will it take to move water resilience from a recognised risk into a functioning investment market?

FloodAction Coalition

The FloodAction Coalition is a cross-sector initiative convened by The Conduit and chaired by Aviva, bringing together leaders from finance, infrastructure, insurance, land management, policy and delivery to help build a scalable market for water resilience in the UK. Established in response to the growing economic and societal impacts of flood, drought and water quality risk, the Coalition is focused on overcoming the systemic barriers that have prevented nature-based solutions from being deployed at scale.
